- A private in the United States Army who served as a test subject for Research Station Genesis, the precursor to Project Abraham.
- In 1949 he was injected with the Chimera virus and the "serum 51" vaccine, hoping that the chemical would cancel out the virus and keep him from transforming. Although fine at first, the viral load in his bloodstream began rising nearly eight weeks later and the transformation became irreversible. The government told his family that Shepherd had died fighting in Europe and forged documents to corroborate the cover story.
